rotate bug?

Maybe a bug of "rotate" when negative rotations and absolute rotations multiple of length of list.

if (length <= 1 || count == 0 || length == labs(count))
to
if (length <= 1 || count == 0 || length == labs(count) || count % length == 0)

and recompile NewLisp
