Could you please explain the numbering scheme used for the versions ?

10.3 was a major release. The next major release, 10.4 will probably take place beginning 2012. All in-between releases are either minor release updates or development releases. There is no scheme to differentiate between minor release updates and development releases except for the name - development versus stable release.
