is it correct that 'inc is always working on globals ?

(MAIN)-> (delete 'a)

true

(MAIN)-> (let (a 1) (+ a 1))

(MAIN)-> a

nil

(MAIN)-> (delete 'a)

(MAIN)-> (let (a (inc a)))

(MAIN)-> a
